Substations are integral components of all electric utility transmission and distribution systems, and represent a substantial investment for their owners. If not properly designed, constructed and maintained, these facilities may present significant exposures that could affect public safety and system reliability. What Is Covered

This presentation focuses on the importance of an effective inspection program. Industry experience has shown that electric utility personnel are focused on the technical and operational aspects of their systems, and sometimes do not recognize potential exposures that could affect public safety. Participants will also hear lessons learned from electric contact incidents when deficiencies were not identified and properly addressed. Additionally, the presentation will touch upon reliability issues pertaining to external threats.

About the Presenter

Howard Somers serves as Senior Vice President and Chief Technical Officer of Loss Control for AEGIS Insurance Services. Howard has been with AEGIS for 12 years and has 40-plus years of experience in the electric utility industry. Before joining AEGIS, he served as General Manager of Electric Operations for Consolidated Edison. Prior to that, he was Director of Environmental, Health and Safety and served as a Bulk Power Senior System/Grid Operator for the New York City electric and steam systems.

Howard has a Bachelor of Science degree in Electrical Engineering and a Master of Science degree in Operations Research from NYU Tandon School of Engineering – Brooklyn Polytechnic and a Master of Science degree in Mechanical Engineering from Manhattan College. He is a licensed Professional Engineer in the State of New York and certified as a Safety Professional and an Electrical Safety Compliance Professional.
